Water Resources: Reservoir Safety - Panel Engineers
This site contains contact details of engineers in Great Britain who specialise in dam safety and who are appointed by the Government to panels established under the Reservoirs Act 1975. British legislation provides a mandatory safety regime for all reservoirs which are capable of holding more than 25,000m3 of water above natural ground level.
These reservoirs are kept under continual supervision by Supervising Engineers. They are also subject to detailed periodic inspection by Inspecting Engineers. Some Inspecting Engineers specialise in service reservoirs or non-impounding reservoirs; others cover all reservoirs. Inspecting Engineers are eligible to undertake duties of Supervising Engineers.
Within each list you can refine your search by selecting engineers by county (and some larger cities) and by panel. The list covers engineers resident in England, Scotland, Wales, Northern Ireland and the Channel Islands. Counties in which there are no resident panel engineers are not included in the list. [Note: the database was last updated on 20 June 2007.]
Panel engineers are appointed for a period of five years. The expiry dates for appointments are not shown. It is therefore the responsibility of the user to check with a chosen engineer that his or her appointment has not expired.

Panel applications
The Secretary of State makes appointments to the Reservoir Panels under the Reservoirs Act, based on the recommendation of the Reservoirs Committee at the Institution of Civil Engineers. Applications for new appointments or for the renewal of existing appointments are made directly to the Department. The information required to make such an application can be found using the link below: Defra Information for applicants. Please note that regulations came into effect in February 2005 to increase the application fee.
In addition, guidance for applicants has been prepared by the Reservoirs Committee of the Institution of Civil Engineers. The guidance is intended for all applicants for appointment or re-appointment to panels under the Reservoirs Act 1975 and for the Reservoirs Committee interview panels responsible for interviewing applicants. The guidance updates, and replaces, that contained in E2 of the Appendices to 'A guide to the Reservoirs Act 1975': ICE Guidance for applicants.
General enquiries about Reservoirs Act appointments should be directed to Paul Ditchfield at the Department for Environment, Food and Rural Affairs at paul.ditchfield@defra.gsi.gov.uk or on telephone number 020 7238 6213.
